                Lord Raikage hears Naruto's plea to cancel the hunt for Sasuke. Naruto explain that he doesn't want Sasuke to be the cause of Leaf and Cloud killings for vengeance. Vengeance makes you go mad he says. Raikage swears they will dispose of Sasuke. Yamato reminds Lord Raikage of the incident in which he tried to obtain Hyuga Byakugan. Yamato explains that while Cloud fueled the fires of war, Hidden Leaf swallowed their tears of blood and tried heard to avoid fighting Cloud. It's because of these sacrifices that Cloud people still live. In this moment Raikage angrily shouts at Naruto, now lying on the snow covered ground. "Ninja does not bow so easily...concessions are forbidden in agreements made between ninja." and "Since the three Great Ninja Wars every man had tried to obrain powerful ninjutsu. That is the truth of the ninja world."



                 Raikage is determined to brand Akatsuki as wanted fugitives. He scolds Naruto for bowing his head and pleading for criminal, calling this criminal a friend. Raikage further ridicules Naruto stating that ninja world does not indulge fools.



                 At the Five Kage Summit Sasuke overlooks greetings and gatherings of ninjas, when he spots Danzo. His Sharingan eyes burn with desire to kill this man. Kage hats are removed and the proceedings begin. The Hidden Leaf, Rock, Sand and Mist are present. Mifune is a moderator. Gaara, Lord Kazekage wants to speak first. He is first scolded by Lord Tsuchikage for improper etiquette, but soon continues to say that he used to be Jinchuriki and it was Tsuchikage who took his Tailed Beast. He considers Akatsuki extremely dangerous. Gaara was again ridiculed for allowing Jinchuriki to be stolen.



                 Lady Fifth Mizukage claims that having Jinchuriki stolen does not immediately cause danger, but rather that it needs to be controlled with skill, knowledge and time.



                 Lord Tsuchikage proclaimed that Jinchuriki and Tailed Beast have to mature together and adapt each other. Danzo jumps in saying that the only people able to control Tailed Beast were Madara Uchiha and First Hokage, Senju Hashirama, Fourth Mizukage Yagura and Lord Raikage's younger brother, Killer Bee.



                 Lord Raikage continues saying that rogue ninjas make up Akatsuki and he accuses Leaf represented by Gaara to previously use Akatsuki in ninja wars. Lord Tsuchikage fears that if war was to come about hidden villages would no longer be able to defend themselves. Gaara suggests mercenary soldiers, namely Akatsuki. Lord Tsuchikage appreciates the convenience of using someone who makes it their livelihood to fight, rather then trained villager. He also considers Akatsuki to be professional and capable of delivering exceptional results. Raikage warns that Sand destroyed Hidden Leaf and Gaara's father Fourth Kazekage and third Hokage Hiruzen died. Raikage smells scheme and he suspects Hidden Mist. Lady Fifth Mizukage confesses that there were someone manipulating Yagura, their Fourth Mizukage and she thinks it may have been Akatsuki.



                 Mifune representing the neutral nations realizes that Akatsuki was formed and got realy strong in times of disarmament and suggests that Five Kazekage form world's first Allied Shinobi Forces of the Five Hidden Villages. Extreme situation requires extreme measures and cooperation of five states is now welcomed. Danzo smiles quietly as he realyzes the summit goes precisely where he'd wanted them to go rendering Tsunade's era obsolite. Mifune continues stating that since Hidden leaf Village is the only one with Jinchuriki, the Nine-Tails, then the supreme authority of Allied Shinobi Forces should go to Danzo.
