Naruto recalls Madara stating that Sasuke has been all his life carrying the entire Uchiha burden of hatred and that he will strike with that very hatred at the world. Hatred is Sasuke's only friend and that is his ninja way. Sasuke has chosen this life for himself.

Raikage is still after Danzo as he escaped from the summit and could be far from Land of Iron. Raikage demands that Madara gives up Sasuke and bring him to Raikage, but Madara cooly persists with his agenda. Karin gets sucked in Madara's head to revive Sasuke. Gaara dares to ask Madara why he insists on winning Sasuke over to his side. Sasuke possesses Sharingan capable of awakening the Susano'o. In Madara's words "I like to stock up on good eyes".

Madara explains that he was the one who ordered Sasuke to come to Land of Iron Summit to weaken the Five Kage and take all hostages to implement Project Tsuki no Me. When asked by Tsichikage why he wouldn't make his own plans and see them through Madara confesses that he had sustained severe injuries in fight with 1st Hokage Hashirama and thus he needs reinforcement to achieve his goal of Tsuki no Me. Madara cooly sits down and continues explaining that all becomes one with him... a complete possession form uniting it all. Uchiha has an ancient stone hidden beneath Hidden Leaf and signed by Sage of Six Paths himself. This ancient stone can only be read by Sharingan, Mangekyo Sharingan and Rinnegan. Madara himself possesses Mangekyo Sharingan so he could read it himself.

Sage of Six Paths once saved the world from a monster that was stronger than all Tailed Beasts combined - the Ten Tails. Gaara had part of this monster sealed inside him. It was called Shukaku - One Tail. Naruto has a Nine Tailed Beast sealed inside him. Ten Tail was simply divided nine Tailed Beasts and is in effect a combination of all these monsters and most powerful one. Sage of Six Paths developed a special ninjutsu to protect the world from Ten Tails. This ninjutsu has been passed from generation to generation as sealing Jutsu process for Jinchuriki. Sage of Six Paths was the Ten-Tails' Jinchuriki. By this act Sage of Six Paths became a saviour and won praise as a god. If however, this god died, a powerful chakra of Ten-Tails would be released back into the world. Knowing that he wasn't immortal he had to divide the beast into nine part. Ten-Tailed beast now devoid of powerful chakra was hurled into the sky and effectively becoming the moon.

Madara Uchiha in his Tsuki no Me would want to gather all Tailed Beasts and revive the the Ten-Tails to become its Jinchuriki. Junchuriki will strengthen Madaras' ocular powers. Madara would then be able to project off the moon by a special Super Genjutsu creating an Infinite Tsukuyomi. With this power he would then cast a genjutsu on and thus control every human that walks this earth to create a world without hatred or war.

Gaara aserts that peace that exists only as illusion is a deception. Madara fires back that hope doesn't exist. To hope is an equivalent of giving up and that's a true deception. Cooperate or there will be a war. Madara explains that an attempt to catch Eight-Tail failed. All other Tails were caught except Killer Bee and Naruto. Madara thus declares the start of the Fourth Great Ninja War.

Allied Shinobi Force will have to be created to fight off 7 great Tailed Beasts. Too much suspicion is surrounding Danzo, so who will lead this Allied Shinobi Force? Gaara suggest Kakashi of the Sharingan. He'd need to find Killer Bee immediately. Lord Tsuchikage suggests using Eight and Nine Tails as military weapons but Gaara says we need to protect them also, because if these two were to fall into Madara's hands all will be lost. So the primary mission is to find and confide Killer Bee and Naruto. Without these two though, Allied Shinobi Force is defenseless.
